MORE Motherboard Issues!

Alright, so I purchase a new Gigabyte 965P DS3 Motheraboard. It has five star ratings all over the place, and is the most stable OC-board-for-your-budget.

To go with it, I attached a Rosewill 600 Watt Modular power supply that has never before been used, and has been sitting under my bed for about half a year.

Apart from that, I have 4 Gigs of new, high performance Corsair RAM that I know is compatable with the board at stock timings.

Apart from this, all I have hooked up is my graphics card and X-fi card, as well as my optical drives. I am leaving my SATA drives disconnected.

The problem:
1.) When I push the power button, the fans and lights turn on (Minus CPU) for one second. Then everything turns off for another second. Then everything turns on again, and the computer starts up normally.

2.) My PWM capable, 50$ never-before-used Zalmann heatsink fan will not turn. It twitches as though it were trying to turn, but doesn't.


Any ideas on what would cause these symptoms? A bad Power supply? A shoddy Motherboard? A strange but perfectly normal boot sequence? I honestly don't know.
Any help would be appreciated. X_x
